The pair have been hit by a automobile on Again Ormond Rd, north of Gisborne, at 9.15pm on Saturday, police mentioned.
It’s understood the pair have been heading to the favored pageant after they have been hit.
One individual died on the scene and one other died later in hospital.
Gisborne Mayor Rehette Stoltz mentioned it was unclear if the pair have been working on the pageant or attendees.
“It’s simply completely unhappy … we’re sending out ideas to the whānau concerned.”
The highway was rural with no footpath, she mentioned.
